Rating and Comments

Can anyone tell me how to add a section on the bottom of the page where you can add comments and have them appear below (a bit like what aol has for their news stories)?

I would also like to know how you can add a bar to your site where people can rate the page from 1 to 10 and have the average show up next to it.

This requires more coding than can be posted here. You might try looking at a blogging program that is already set up to do this.
